Abstract: 

Determining where sex offenders can reside has become a topic of importance locally and nationally. Because nothing touches the deepest protective impulses of individuals and society the way the vulnerability of children does, the gist of the public sentiment about sex offenders and neighborhoods is the most primal version of NIMBY. Everyone finds sex offenders repellant, and parents of children in any area are vehemently opposed to allowing a convicted sex offender (or, if the law allowed, even a suspected sex offender) to live anywhere that puts their children at risk.
