Abstract: 

Milwaukee, Wisconsin has become one of the most violent cities in the nation: Shootings have grown exponentially in the last two years; the homicide count has grown each year for three years; and the rate of poverty continues to skyrocket. Wisconsin has one of the highest incarceration rates for African-American males, and the prisons, as in other locales, are seriously overcrowded. Locking everyone up and throwing away the key is no longer a viable alternative. This article highlights one alternative means of lowering crime that doesn’t involve incarceration: “talking circles.”
