Abstract: 

It is rare that a governor focuses on a single issue in the State of the State address. Typically, these annual addresses highlight the administration’s successes over the past year, and making sure that the list is long is often the goal of the speech. But this year, in his address on January 8, 2014, Vermont Governor Shumlin chose to focus on one problem that has not been solved in that state: heroin addiction. The article below quotes excerpts from that speech, which eloquently calls attention to a problem that affects the entire nation.
