Abstract: 

While the internet is the portal many predators use to find and lure their victims, access to computers is a daily fact of life and essential for any hope of a successful reintegration into society. For that reason, many probation departments, rather than banning sex offenders from using a computer, instead employ special equipment to monitor their computer use. This article is a first-person account of procedures instituted in Lawrence County (IN) to monitor internet use by sex offenders. It outlines the rationale, design, and process of introducing Impulse Control® software, and includes a useful checklist for preparing requests for proposals for these types of programs, ”Monitoring Offenders’ Computer Use: Factors to Consider in Your RFP.” The author, Jennifer Franklin, is a Probation Officer with Lawrence County Probation Department, Lawrence County, Indiana.
