Abstract:

The COVID-19 pandemic poses distinctive challenges and dangers for individuals working and housed in Canada’s provincial and federal prisons. As Canada prepares for a potential second wave of COVID-19, Correctional Services Canada and the provincial/territorial governments must continue to undertake structured and informed de-carceration efforts directed at reducing the numbers of persons housed in Canadian prisons. What de-carceration will look like, however, must be unique to the circumstances, positioning, and needs of the individual prisoners—particularly as it relates to both their safety and that of others in the community.
