Abstract: 

As we move through the relevant facts in Smith v. Collins, 964 F.3d 266 (4th Cir. 2020), keep in mind what this elaborate, procedural minuet is all about: a Rastafarian inmate who would not cut his hair because of a religious injunction. The resulting extended stint in a harsh form of solitary confinement was–and is–about hair length.
