Abstract:
Since the 1970s, community correctional service providers have found themselves learning to manage a constant stream of disruptions that have forced them to become adaptive and resilient in the face of almost constant change. Changes in the political environment in the 1960s, for example, led to what some have called the “punitive turn” in dealing with crime and to less interest in, and support for, the rehabilitation of offenders.
