Abstract: 

Over the last several years, the Cook County Sheriff’s Department has grappled with a problem faced by many electronic monitoring programs—what to do about absconders. Handcuffed by legal restrictions on its ability to sanction violators except through judicial proceedings, the department undertook a study of absconders and their rationale for absconding. This article examines portions of the study that specifically address the legal issues involving the use of electronic monitoring and the possible deterrence effect of sanctioning those who abscond.
