Abstract: 

This article summarizes the advantages in pretrial of electronic monitoring while highlighting some of the way this useful technology is often misapplied. Appropriate applications include enhancing public safety in situations of jail overcrowding where pretrial release needs to be granted to offenders who would be detained if jail capacity were available; to provide a less restrictive, more humane alternative for some offenders who might otherwise be detained regardless of whether jail space were available; to allow some offenders to participate in programs that enhance their community viability and reduce the probability of conviction and/or longer sentences; and, as a result, to reduce the burden on taxpayers.
