3/25/2005 USA PATRIOT Act Monitor News Release: Other Terrorist Lists Can Be Resource

Although financial institutions regularly check the Specially Designated lists of the Office of Foreign Assets Control (lists in various formats on the OFAC website at, they should be aware there are other lists maintained by countries and organizations that can be an additional resource in certain situations. A useful list is maintained by the United Nations: the Consolidated List of Individuals Belonging to or Associated with the Taliban or Al-Qaida (

For instance, both lists include an individual known, at least some of the time, as Youssef Nada. He appears on p. 123 of the current OFAC SDN list (pdf format) and is #80 on the UN Al-Qaida list. He lived in Italy at several addresses that both lists provide. The UN list also states that his Italian Identity Card Number was AE 1111288 (expiring March 31, 2005), a fact not at the moment indicated on the SDN list. Both lists state that he was born in Alexandria on May 17, 1931 (but two of three SDN listings give his birth year as 1937). The SDN list indicates his citizenship is Tunisian, a fact not indicated in the UN list.
